It's the famous story about "The writing on the wall" mentioned in the fist line of the second verse.

The short version: The King of Babylon, Belshazzar, had a vision of a hand writing on the wall. No-one would tell him the truth because he was rich and powerful. No-one except Daniel (aka Belteshazzar) who told him that he was going to die and all his money and power couldn't save him.

If you don't know God, you won't be able to understand this song fully, althought you will have a limited understanding because you have experienced love in a limited capacity.

Where do we draw the line? Good or Bad? We're bad.
Who is good enough to enter into Heaven? No-one, everyone has sinned.

BUT

God gave us grace. Grace means giving something that has not been earned.

Where do we go to fall from grace? You can't! God's grace is all encompassing. It includes everyone. There is no-one who is bad enough to be rejected by God.

So, don't ever say you're on your way down! God won't reject you, but you can reject God. That's free will.

Just Believe, and God will put a smile upon your face!

You can't really explain to anyone who hasn't experienced the amazing power of God's holy spirit but Bono does well here: This burning desire that burns like a fire!

That is the desire to know God and to go deeper in relationship with him and to experience all the good gifts he has to offer!

It sounds crazy, I know. I was one of those who "held the hand of the Devil" myself. I rejected religion and in particular, Christianity, because it sounded so crazy, but amazingly, I have now experienced it first hand and I know it is real.

As a convert from Judaism to Christianity, Dylan was probably preaching the Gospel. I believe he was making a reference to the parable in Mark's Gospel:
