@thepipe yours is very much my take on the song. I’ll add that the blowing seeds float happily through the air, childlike, without a care. Musically, the song ends with the seeds floating away, with the high happy voices, cascading notes like seeds leaving one by one and drums that tumble and play off beat, suggesting a dissolving. All dissolves into bliss.

I thought Dandelion might be about marijuana. In many places dandelions are considered weeds - weed is slang for pot.
When smoking pot, you blow away the smoke - blow away dandelion.
Dandelion will make you wise - or at least that's what many people think while under the influence.
One o'clock, two o'clock, three o'clock, four o'clock chimes Dandelions don't care about the time - when you smoke pot, you often lose track of time.
Tinker, tailor, soldier, sailors lives Rich man, poor man, beautiful, daughters wives - pot is egalitarian - members of all classes smoke it.
