This is an underrated track, truly a masterpiece. The lyrics are in reference to an series events of total upheaval (religious, political, cultural..) think Ragnarok of nordic mythology, the End Times in abrahamic faiths. The first verse is referring to this.
The chorus goes on to describe how something/someone (may it be a creature, person or a group of people) will appear at the time of these events.
The outro, beginning at 4:27 in the original version, is perhaps the most exceptional part of the entire symphony. "Liars in wait, try to quench their thirst for more" refers to the tribes of greed, responsible for bringing on the above mentioned events, while the last part "The world hates you for being precise" refers to the being/group mentioned above, speakers of truth when truth is looked down upon, by those who rule.
