Actually I have some interesting history about this song. (At least I think it's interesting)
Dennis Nilsen (a serial killer known as the British Jeffrey Dahmer) was a fan of this song and did despicable things to people while listening to it.
More interestingly, about the artist of this song (based on information I learned from a podcast between Jerry Samuels/Napoleon XIV and another dude... where they were eating a fruit basket while recording AUDIO... HELLO, MOUTH NOISES!). He wasn't actually a musical artist, he was a scientist experimenting with bending sound waves. After hearing what he could do with sound waves he was inspired to make the song. He also did other songs which, at the protest of his kids, he released somewhat recently. At the time of song creation Samuels' wife left him, what sounded like pretty brutally, and used his young children against him by feeding them lies about Samuels to turn them against him.
This is why I think the song is about his wife leaving him, and not about a dog running away. He's calling her a mangy mutt because of how brutally she treated him. It is interesting to read other interpretations though. :)
