I think it's about someone on cocaine talking too much when the other person (the narrator in the song,) is on most likely ketamine, or just strong cannabis, and he offers his choice of drug to the person on coke so they can be on the same wave length. However this just leads to going 'Down A Different River' albeit a more relaxed one. The second verse is probably about trying to function the next morning, taking until evening to regain normality but still having wholly messed up tangled hair, hardly being able to make out the door.

My source is seeing Super Furry Animals play it Saturday for their Fuzzy Logic/ Radiator tour set, frontman Gruff Rhys announced that Radiator was entering a "k Hole" but that as the album progresses "it goes down into a dark slow void" and "don't worry we then get high high high". This suggests this part of the album, from 'BASS Tuned To D/.E.A.D' through to the conclusion of Radiator is about this anecdotal drug experience.
