I think it's a joke. He's saying how 'not stupid' he is, and then misunderstands US states as you estates, and then says something only an idiot would believe.
There are two ways to interpret the joke though, it could be made by the speaker, and he understands the idiocy and is making fun of it to this woman, OR it could be by Matt making the speaker look like an idiot, implying it was one of the reasons the woman left. I'm not yet sure which.
