This song is actually about the health of the Earth's oceans. Pete Loefller confirmed this in an interview about the album. He believes that our planet has "one ocean" since they are all connected. It's pretty obvious from most of the lyrics, "balanced on the edge" - the rate at which we are polluting and mistreating the water on this planet has put it in a life or death situation.

"So I made my way to surf again, a bit of heaven" - I think Pete is alluding to the fact that the ocean is where life began on this planet and why humans feel so at peace when swimming in the surf. To go deeper in interpreting this, he's contrasting it to how we are mistreating the mechanism by which we have been granted our existence in the first place; sort of like we're slowly poisoning our mother. Something I do agree with.

Personal anecdote: For instance, back in 2008, I was at my friend's shore house for the weekend and he has a boat. This was during the summer when gas prices were close to six dollars a gallon, so there was a significant decrease in the number of boaters on the bay. The bay was so clean and the water was the clearest I had ever seen in my life, apparently due to the lack of traffic on the water.
