Not sure what the true meaning of this song is, but it sounds to me like an addict talking to a former girlfriend who left him because of his addiction and who he desperately wants back.

I believe he's saying "hey stranger" in a kind of ironic/sarcastic way you might say to someone who you once knew well and lost touch with for a bit.

The first verse is him trying to reconnect with her.

(I know I don't know you But there's somewhere I've seen you before)

He knows they've been apart and she's probably changed since leaving him (hence he doesn't know her anymore) but he wants her to remember he once knew her well. That they've been in this situation before.

(Whatever your name is Whatever you do This living between us I'm willing to lose) He's telling her that he wants to get to know her again, that the time between them spent apart can be fixed.

The second verse is him telling her he is trying to get sober/clean (I want you to hold me under these darkening skies) and that she's the only one he wants. He doesn't care about any girl he's been with since her or any man she's been with since him. (The ones in between us I'm willing to miss)

The chorus is about his addiction. In the end, that's the only real issue that was ever "between them", and not any of the things he talks about in the verses. He is willing to do all these things for her but he cannot stop being an addict.

He is "drifting out over deep ocean and the tide it won't take me back in" meaning he is using/drinking and she knows that he is, making the problem between them ever larger (like an ocean he can't swim across). It's getting so big he can't talk his way out of it. (In these disparate nights I'll call you again and again) He knows he screwed up again, and he is calling trying to fix it but she won't answer because she's over dealing with it.

(There's a comfort, comfort in things we believe But I live in danger, wanting the things I can't see) She feels no comfort being with him because she doesn't believe/trust him. He is chasing either chasing his vision of them together or chasing his high.

(Wherever you live now Wherever you walk This distance between us I'm willing to cross) She has left again. He is willing to go be with her, but his addiction is making him unable to do any of these things he has told her he would do.

He ends the way he started because it's a vicious cycle. They stop talking due to his addiction, he tries to get her back after a while but he keeps using, and keeps breaking her trust and furthering the issues between them until they stop talking...and they are strangers again.
