This can be a bit of a long-shot, but I actually don't think this song is about two friends or two sisters. I interpret it as a girl who's going through a tough time in life, especially with her faith. I think this song is another song with a Christian perspective.

God tells her to relax, that the way she's handling it brings out the worse in her and this is not how He wants her to act. She has maybe lost all her will for life right now but God knows it's buried under all of her sadness and fright. He will take care of it for her since He promised her He would.
