I always thought this song was talking about a guy who had a really good friend that he liked a lot. He could never get the courage to tell her though because he was afraid of the rejection. He just sat idle while she dated countless guys. All he could do is sit and watch her from afar but wanted to just run and sweep her off her feet.
After reading the previous comment, I can now see the song was a little more literal than that and he was actually talking about his next door neighbor. same concept still applies though --> a girl he really wants but cant have / doesnt have the courage to ask out.
