I think this song is an anti-war song

"Had they been the ones dying under the cooking sun, picking through the dust, scratching at the barren earth, had it been THEIR insides spilling into the sand, they'd see on cracking land their spirit cannot triumph.

He's saying that if the politicians and generals were the ones fighting then they would realize that they cannot win any war or use war to get whatever they want. He then cuts to talking about how in our society (western cultures like America and Canada), even though we're supposed to believe we're free and non oppressed, we all feel disconnected and unhappy and still bow to emperors.

He concludes that he's not trying to be a downer, but everyone is so disconnected from the truth (that we live in an unhappy world and a tyrannical state) and if society makes sense to you then you're messed up. He won't pretend that the citizens are on the winning end, because that never made anything different anyways.

Yeah, the end he's just saying he's not trying to be depressing or "emo" about it but it doesn't matter that the situation is bleak because that never stopped them fighting before.
