I have to agree with RikM, the "Right One" refers to a love interest. At the time Gilmore was dating Polly Samson who he married during the Division Bell tour naturally expressed strong feelings in the Division Bell. The voice of Polly's son, Charlie, who Gilmore adopted can actually be heard as High Hopes fades out.
