I always figured it was a song about finding a love that isn't what you thought it would be. A love that you can't quit (this dance will last us forever) where you are constantly repeating mistakes, breaking up, getting back together, etc.

The beginning talks about being in the wind, in the breeze - the elements, wildness, untamed, unfamiliar places - essentially a dark place where you don't understand each other. A place where you don't know one another. But "run to the lights of the city" - find somewhere familiar. "These moments pass and we'll be there" - moments where you feel isolated and estranged from the other person. "(And she looks good)" - can't fight the lust or wanting them despite the obvious complications.

"You could stay for what you came here for, A daze is what you're falling for" You came looking for love, but you're falling into the unknown. You don't know what you're getting into.

The fact that the song finishes with repeating the line "This dance will last us forever" twice, it drives home that despite the obvious disconnect, either parties can't "quit one another", they'll keep at it because they're too blind to admit that they aren't really in love or know one another.
