Just reading the song straight off, seems like it means--
That there's pain in the world, and when's it all gonna be enough before it's okay to show that we're actually in pain.
Or something along those lines.
But when I first heard this song, for some reason I kept thinking the girl was by somebody's dying bedside (or sick bedside) and is feeling pain at the thought of them in pain. And is wondering how long until the pain (at seeing them in pain) will be enough and go away.
