I think it's about coming out of your shell.
"He wants to give but he'll give himself away" - He can't be completely honest, or be himself because he's worried about putting himself out there, giving himself away.
The same with the girl "She wants to shout it out loud but she doesn't" she's not being iopen either.
Then the chorus: Don't you stay there on the inside [hiding inside of yourself, not being open] together we can make it on the outside. - If they are both honest/open/whatever, then they can make it.
The bit about shining their lights on each other is a really nice image of supporting each other and drawing strength from one another.
Or that's what I think anyway.
