These two lines could probably mean several different things. And I really liked what NJromance had to say.
I always thought of it like this-
You can't have smoke without the fire. And in this case, the fire could possibly symbolize life.
So you see the smoke, no fire, but you know that there has to be that life giving fire because of the smoke.
You know that this can't last for long, as you know the fire is near.
You can still live. You can begin again.
