Could be easily looked at as how the people who made the choice for the bomb to be dropped were not on the plane that dropped it, rather they were in a war bunker that was rather well protected from conventional bombs.
I dunno, it seems like they're talking of the Nagisaka bomb getting dropped in a bit of a metaphoric way.
