I think this song is a prayer. Its about a priest/pastor/religious praying to God and asking for strength because he/she is presently exeriencing hardships in his/her ministry. At the beginning of the song is a prison scene. The person is talking with a prisoner via the 2 way phone the have there. Then the prisoner says 'No one would love me if they knew all the things i hide'. The priest cannot find anything to say as this prisoner talks to him. No comforting words or any words for that matter come out. Only tears. Everyday in his ministry he sees struggling people. Hoping he can save them all. But loving alone is not enough according to the person praying this song. He needs strength from God to continue to help and love those people who are not worthy of loving. Everywhere he notices evil around. Evil still fights even if the Death of Christ has redeemed the world already. And for him its hard to see people fall into sin and evil. The most difficult part of his ministry is this. While everyone loves the innocent, he should also love the guilty, just like Chirst did. That's why he is asking for Christs help, by swinging his robe down low. This reference came from the parable of the woman who had bleeding. She had immense faith that just by touching the robe of Jesus will heal her. And she was healed. The person in this song is also asking for that same grace from Jesus, for Him to swing down His robe to touch. In his ministry, he bears the pain of the world. He considers it as his cross. But he has faith that with him in his journey, Simon and Jesus is with him all the time. This is a prayer asking for strength because the person is tired of the worlds burden.
