I think this song is clearly about Hurricane Katrina.

"Al this time We wait on this shallow line For a martyr to save our lives when you can't. A warning sign A lack in reaction time Mixed with a war to fight keeps us here. The tide is in It's time we all learn to swim These rooftops won't save our lives and nor did you. Everything's all right."

The waiting on the shallow line, a lack in reaction time, mixed with a war, and the mention of rooftops and learning how to swim all make it pretty clear what this song is about. I'm also interested in the Martyr part, this could represent Jesus. The U.S. is a very Christian Nation.

"Nothing's O.K. We've been lied to. We're so frail. You can pray, Scream out his name While they all keep sinking away."

The Chorus is another extremely part of this song. Of course nothing is ok, and the victims who expected help and were told they would be receiving help were lied too. The part about praying and screaming out his name also makes me believe that the Martyr mentioned in the first part is Jesus. It's very powerful. They must be wondering where Jesus is, all these people are dying and he isn't helping.

"A hope a cure Reminds me this seems absurd to stay And find who you swore to save, Well you can't. Let us in, let us in we can't find shelter in time. Life is all we have. Cause everything's alright. Just keep on saying..."

The Line "And find who you swore to save, well you can't" also reminds of Jesus. Jesus is suppose to be their Saviour. But in this time when they're in need of dire saving...where is he??

"All this time's gone by, the taste of revenge. A blood thirsty grin, it's all O.K. Nothing's O.K."

I'm not really sure what this part is about. If any one would like to clear that up. It could have something to do with the hatred towards the government and they want revenge on them, for not helping them.

The following part is simply beautiful and powerful.

The final parts of the song also relate to the whole Jesus thing.

"You can pray while they all keep sinking away."

Again you can pray all you want, but Jesus is not there.

"A hero won't come in time. A martyr won't save our lives. He can't."

The victims have no Saviour and have no help.
