To me, I think he's talking about this girl that came from a rough past. He's in love with her, but she feels like she's not good enough for him/for the world. So he's saying "You don't have to hide who you are anymore, I love you. Your past is over and you've become beautiful." The last lines kind of sum it up by saying,
"...With no fear where you're from
You have become beautiful"
So my guess is that she's turned into a beautiful person despite all the crap she's had to put up with in her life and after all the people tried to tear her down.
