Drug mules, definitely. Crazy ass drug mules are known to ingest drugs within something in order to shit them out. Gotta sink it, make em think its too late: So the Coast Guard catches said mule... sink the boat, make them think they're too late. Besides, drug mules have been known to fasten shipments to buoys that stay underwater for a certain amount of time (one day?) and then rise to the surface for convenient pickup.
