I think its a bit more than just the battle of tripoli. I think its about a soldier during the battle wondering how he survived. I think the "he" mentioned in the song is Death or perhaps the devil. Not that it is religious in nature just symbolic of the thoughts one might have about dying. I think the line about being tied up and set on someones lawn could easily be a reference to a drafted soldier being forced overseas into battle. But ultimately i think the battle is a metaphor for humanities struggle with death. basically i think the narrator of the song know hes going to die, tells death to get ready and is shocked to find death didnt show thus the line "Did I forget that I said to you that I'd be there" which is interesting because he assumes that he himself forgot about his impending death which could symbolize the fact that we all control out own destiny.
