    General CommentI think this is again about Heroin (also called the Horse). I think this is about him calling a lady friend to bring some over, It starts with a phone call:

    "14,000 times a second
    The speaker moves
    Magnetism pushes
    The impulse through
    But I can't keep that speed
    I can't generate that frequency
    What the sound pressure level means"

    This is describing the physics of a phone, "14,000 times a second" is 14KHz which the is frequency of the audio on telephones. "The speaker moves, Magnetism pushes, The impulse through" The phone speaker is a magnet that relays pluses into sound "I can't generate that frequency

    Then into her coming with the Heroin, "She came pushing sixteen horses ". Pushing is slang for Drug dealing and Horse is slang Heroin.

    General Comment. Sometimes a horse is a horse of course. In particular, that there are 16 horses doesn't really seem to make sense as a heroin reference. 16 horses is however the traditional number used to pull a hearse.
