The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

Thank you so much, members of songmeanings.net! I heard that song day and night when I was about 16, although the lyrics made hardly any sense to me, especially I didn't get that "lavor lord"-thing in the refrain. 13 years later I'm told that it is a brand of a blind company...
So the song is about lying in bed on a Sunday morning or so, mot getting up although "it is time (oh-oh)", locking the day out with the beloved Levolor. ;)

Number One Blind is about Nina's love for her window furnishings. A lot of people think Levolor is a person, but Levolor is the brand of a blind company. She wanted to call it Levolor but she was worried about getting sued.
