The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

In regards to the meaning of this song:
Before a live performance on the EP Five Stories Falling, Geoff states “It’s about the last time I went to visit my grandmother in Columbus, and I saw that she was dying and it was the last time I was going to see her. It is about realizing how young you are, but how quickly you can go.”
That’s the thing about Geoff and his sublime poetry, you think it’s about one thing, but really it’s about something entirely different. But the lyrics are still universal and omnipresent, ubiquitous, even. So relatable. That’s one thing I love about this band. I also love their live performances, raw energy and Geoff’s beautiful, imperfectly perfect vocals. His voice soothes my aching soul.

This is a hauntingly beautiful song about introspection, specifically about looking back at a relationship that started bad and ended so poorly, that the narrator wants to go back to the very beginning and tell himself to not even travel down that road. I believe that the relationship started poorly because of the lines:
"Take me back to the night we met:When the night was full of terrors: And your eyes were filled with tears: When you had not touched me yet"
So, the first night was not a great start, but the narrator pursued the relationship and eventually both overcame the rough start to fall in love with each other:
"I had all and then most of you"
Like many relationships that turn sour, it was not a quick decline, but a gradual one where the narrator and their partner fall out of love and gradually grow apart
"Some and now none of you"
Losing someone who was once everything in your world, who you could confide in, tell your secrets to, share all the most intimate parts of your life, to being strangers with that person is probably one of the most painful experiences a person can go through. So Painful, the narrator wants to go back in time and tell himself to not even pursue the relationship.

It also reinforces the idea that these manipulative forces operate in various locations, infiltrating everyday life without detection, and propagate any and everywhere.

The bridge shows signs of longing and a plea for companionship. The Lyrics express a desire for authentic connection and the importance of Loving someone just as they are. "Just in passing, I'm not asking. That you be anyone but you”

I actually thought that this was about two different spectrums of boys (the good and the bad/those who get what they want, and those who don't), but I think it's actually four.
The first set of boys is on the first verse:
"Some boys are filling Some boys are filling the hole They're making a killing at the top of the billing It's their role and that's all that they know"
These are the winners. They're filling the holes, or the emptiness in their lives with someone else. Making a killing at the top of the billing refers to being the lead in a play (the billing are those playbooks you get when you see a play that tells you about the show and it's actors). So he's a winner all around, and that's all he knows as a winner. These guys get love.
Second verse is another set of boys:
"But some boys don't listen Some boys don't listen at all They don't ask for permission They lack inhibitions No walls and they get what they want"
These boys are exactly what they sound like. Reckless, confident, the outlaws, and they get what they want because they are so determined and ambitious to do so. Of course these boys are winners too, but we're getting close to the bad side. These guys get love
Third set of boys:
"Some boys are singing Some boys are singing the blues Joylessly flinging With the girls that they're bringing To their rooms Then leave when they're through"
These guys are sad, but they're sort of evil too. They sleep with women constantly, and one-night stands with that. The women come and go, and since they're "joylessly flinging" it's more about having "sex" than making passion and love. These guys have no love.
The last set of boys:
"Some boys are sleeping some boys are sleeping alone Because there's no one that's keeping Them warm through the evening And they know That they're on their own"
These guys are the absolute loners. Who knows if they are bad, or if they're good. Maybe their love is just in their fantasies, but they're on their own forever.
Actually, the "Some boys" that don't know how to love can be the fifth can final set of boys. If you compare the four other boys to the some boys don't know how to love, well who is really the judge of how to love? The fifth set of boys are those who can't show love. The first boys show love through being winners, and being the best at what they do. The second boys get the love whether the one being loved likes it or not. The third boys thinks love is never for one person, and that it shouldn't be focused on just one either. The fourth knows that they'll forever be alone because the way they can show love may not be what others are attracted to, but they at least try to show love in their fantasies. Those boys who don't know how to love, well they're just heartless.
I agree with almost everything you said except the last bit-I think the boys who "don't know how to love" are actually all of the four types formally listed. That's the point of the song...all of these boys are searching for love in various ways, but aren't finding it because they don't know how. They all have their own flaws, but in the end, it all comes back to their inability to love.
