    Interpretation becomes clearer when you put the comma after "on the shore, A dream...." he is saying that times are sad and they aren't together literally. "Outside the rain begins..." and it may never end" means there is no clear end to this trouble or this hard desperation. AND now he is about to say it doesn't really matter if you come away with me in a dream.
    So cry no more on the shore." (She is crying in a lonely place by herself....but he can take her away from this, if... ) Here we go.... important part comes next... A DREAM ...WILL TAKE US OUT TO SEA....FOREVERMORE, EVERMORE.

    NOW, he speaks to his love "Close your eyes Ami, and you can be with me" This repeats the same thought as before....they CAN be together in this way. 'Neath the waves through the caves of ours, long forgotten now." Ok, were is he taking her? To the sea....away from the safety (yet sadness) of land/shore. So next line develop s the idea....heath the waves of memory (sea) in their own caves of exclusions, they can be together again in this place, though forgotten by others, not to them...not now anyway.

This song is written as the perspective of the boys in the street, as a whole, and what path they are going to choose as they get older and grow into men. (This is why the music video takes place in an orphanage.) The seen, and unseen collective suffering is imbedded in the boys’ mind, consciously or subconsciously, and is haunting them. Which path will the boys choose? Issac Hayes is the voice of reason, maybe God, the angel on his shoulder, or the voice of his forefathers from beyond the grave who can see the big picture and are pleading with the boys not to continue the violence and pattern of killing their brothers, but to rise above. The most beautiful song and has so many levels. Racism towards African Americans in America would not exist if everyone sat down and listened to this song and understood the history behind the words. The power, fear, pleading in RZA and Ghostface voices are genuine and powerful. Issac Hayes’ strong voice makes the perfect strong father figure, who is possibly from beyond the grave.
