    My InterpretationThe girl he's in love with is, I assume, French.
    There are different references to France:
    -French words: nonchalant, boulevard, silhouettes, pirouettes, eau de toilette, eclair,..
    -Lavender cigarette (Lavender is typical for France)
    -Parisian river
    -Cherie (means baby in french)

    Song ComparisonThis song has a number of similarities to "Where Do You Go To (My Lovely)" by Peter Sarstedt. The references to french culture, the sappy lyrics, the acoustic 60's folk style... It seems like they may have been poking fun at that song, or perhaps just the style in general.
