I think much like another song “Anti-Matter” (that's also on the same album as this song), this one is also is inspired by a horrifying van crash the band experienced on Nov 3, 2022. This, much like the other track, sounds like it's an extension what they shared while huddled in the wreckage, as they helped frontman Garrett Russell stem the bleeding from his head wound while he was under the temporary effects of a concussion. The track speaks of where the mind goes at the most desperate & desolate of times, when it just about slips away to all but disconnect itself, and the aftermath.

“Plastic Bag” is a song about searching for an escape from personal problems and hoping to find it in the lively atmosphere of a Saturday night party. “I overthink and have trouble sleepin’ / All purpose gone and don’t have a reason / And there’s no doctor to stop this bleedin’ / So I left home and jumped in the deep end,” Ed Sheeran sings in verse one. He continues by adding that this person is feeling the weight of having disappointed his father and doesn’t have any friends to rely on in this difficult moment. Guys, I think the line "A hegemony armored with a thousand watt head and seven inches of echo" is about a penis.
Owen is openly gay, after all, so it makes sense.
Hegemony (“leadership”, “rule”) is an indirect form of imperial dominance in which the hegemon (leader state) rules sub-ordinate states by the implied means of power rather than by direct military force – by intervention and occupation.
He uses this word metaphorically to enlighten the listener to the dominant nature of this particular encounter.

The sensation he feels on the receiving end of this penis is 'electrifying', so to speak.

The remaining length of the penis, or the 'echo'.
This particular line always baffled me, and this just dawned on me the other day while pondering it.

2+ years late, but definitely not the case. a "thousand watt head" is referring to an amplifier, and "7 inches of echo" refers to reverb - springs are used to make the echoey sounds, and how long the springs are affects the amount of echo. since the album as a whole is about a man who discovers that he's the subject of an album, the hegemony he's referring to is owen pallett himself, who rules the land with a "light show" (his live performance) and a thousand watt amp with a lot of reverb.
