    Rocking chair
    Is still without a rocker
    But is still a chair

    "still without a rocker" could refer to either the person not sitting in the chair, or the curved piece of wood not on the bottom. The chair has been w/o these things for a while. It's a statement over time.

    Or

    The chair w/o a rocker (the person or the wood) doesn't move and is still. It's an instantaneous statement.
