    General CommentI don't know what the palace knows (or those in power)
    But i don't run with sheep (or follow the masses)
    (so) the shepherd (palace,power) can't herd me.

    my feet ever slow (from pressures of the shepherd)
    the age (current times) that takes me
    I'll slip to the mountains where nobody knows me (and I'm free to live peacefully)

    I would make my home there...

    My InterpretationI think it's vaguely about remaining an individual as we grow older and as people start expecting us to contribute to or become a part of society.
