The song lyrics were written by the band Van Halen, as they were asked to write a song for the 1979 movie "Over the Edge" starring Matt Dillon. The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.

to me, i think of a guy who has been an unsettled lover for a while and has an insatiable want for love. he thinks hes into a girl, then meets someone who knows her. that someone and him get involved, he takes her home, and then he starts to think of the first girl. time passes by and he ended up lonely in the end, but the second girl comes back into his life. she takes him back to her place this time. but she knows he's been unsure so she's careful and doesnt keep him up late at night and it's a whole other situation
