    My InterpretationThis kinda sounds like he's talking about a relationship or a marriage, saying that he knows trouble and pain(rain) will come and they're waiting for it trying to be ready. With the line "and the promise remains" it reminds me off like promises to stay committed in marriage and the vows you make when getting married.
