    My InterpretationThe meaning of the song is pretty obvious. 'Teef' is a Jamaican slang for 'steal', The rest of the lyrics go on to say that the man puts the weed in a "vacuum seal pack" and that the FBI and CIA have their eye upon him. So the song is about a drug smuggler transporting cannabis.

    General CommentI think he's angry that the Babylon (CIA, FBI) have stolen his herb (Ganja). In the sense that it used to be simple and pure, but has been corrupted by the smuggling, the large amount of money involved.

    He is highly sarcastic in half of the lines here.

    Export green stash,
    Import green cash,
    Build up a go-go,
    so the money get wash.

    This is referring to smuggling weed, getting paid, then laundering the money. Rastafarians are never into this kind of capitalism.Hence the "thief"'ed corruption of weed.
