    My Interpretation

    I think @ForYourMalice is on the right track that this is about "programming" soldiers to be killers ... or at least shoot first, then think second.

    I think the band is questioning whether this is the right way to train soldiers, especially if the end result is "peace" ... i.e. is the spilling of blood needed to make peace? Perhaps?
