Throughout the song she is saying how she's ready to take the step as a woman and pursue this wonderful guy. She's just worried that she doesn't deserve this guy, that he's too good for her, because all of her past relationships have been really crappy.
I think if anything she is on the brink of falling for this guy, but it is so foreign to her in a way. She just isn't sure if she can handle this type of guy and eventually being in love with him one day, but she thinks she's ready for it.
I think its a song not only about being ready for a caring relationship, but becoming a woman and learning more about herself
