i think it's about someone who's beginning to consider a good friend as something more. and they're scared to take the next step, there are so many reasons not to go for it, but they're considering it anyway.
i like the line "i've been looking at you sideways,' it makes me think of someone who's nervously glancing at the person next to them, all the while hoping.

I think this refers to the fact that the person has no trouble flirting and playing around with their friend, but to "jump" all the way in, or to tell them how they really feel (I love you more than that), is too much. this is a beautiful song.
