"Heads In Bags" as written by Thomas Michael Smith, Christopher Dominic Urbanowicz, Russell Leetch and Edward Owen Lay....
We put our heads in bags for you
We go out of our way to help
We put our heads in bags for you
We go out of our way to help

There's nothing but the best for you
There's everything that you desire
There's nothing but the best for you
There's everything you desire

You can win, you can win, you can win
We offer again

Don't walk on there, the grass is new
Don't set fire to the fire escape
Don't walk on there, the grass is new
Don't set fire to the fire escape

And you can win, you can win, you can win
We offer again

You can win, you can win, you can win
We offer

General CommentJust my guess, but I think this may be to do with the law. About boundries we can't cross, things we can't do to displease the country leaders, the rules - 'Don't walk on there, the grass is new'. Even though we may sometimes not like the government, or even the people leading it, still, because we are a part of the nation, no matter what, to a certain extent we have to do what they say -
    'and you can win'
'you can win me over again'
Maybe he is saying that no matter what, the government will always win in the end, and becuase the singer (we) are a part of the nation, they win us over, becuase whether we like it or not, we are in their hands. A great song by the way, love it when he says '...ME OVER' and the tune changes slightly. This is all just my guess. It's not certain.
