    I'm guessing that this song is about someone who is trying to help a friend with a drug problem. They got the friend away from the drugs at one point, but when they turned back around the friend had gone right back into it as if nothing had ever been fixed. Now that they're back in the fix, the singer can't help them anymore and there is no way out.

"Fast car" is kind of a continuation of Bruce Springsteen's "Born to Run." It has all the clawing your way to a better life, but in this case the protagonist never makes it with her love; in fact she is dragged back down by him.
