    The FCC is the Federal Communications Commission that regulates interstate and international communications and has increasingly started to censor the media.

    i also think that "Dirty Lenny" is an allusion to Lenny Bruce and specifically in this context referencing a quote from Lenny Bruce, who said: "Take away the right to say 'fuck' and you take away the right to say 'fuck the government.'".
