    General CommentLike the radio man says, it's about waiting for someone to make a decision to enter a relationship. They keep stalling, until the moment is long past and the time spent waiting is wasted. I'm not sure about the 'moment before the calm of the storm' part.

    My InterpretationI've always imagined the first verse being spoken by a jockey to his horse, moments before the start of a race. I'm not sure how the second verse would tie into that, though.
