    General CommentAlthough it is possible that the song is an allegory, the most likely explanation is a reference to Tropical Storm Allison. en.wikipedia.org/wiki/…

    Allison (which was not a hurricane) left significant impacts over King's X's home state of Texas, in which it "kept on hanging round" and produced monumental rainfall and flooding across portions of the state.
