im kind of confused about the meaning of the song. i think its about an older woman, but not someone he likes or loves. more like a mom or grandma. the part "all the miles youve been through" explains that she is old. and the line "theres another part to play" that could be meaning, dont pretend youre young when have another role to play, like grandmother or mom. and the whole hairdo and makeup part is about how she is trying to hide how old she looks. but i dont know i could be wrong, thats just my opinion
I always pictured Marina as a woman, living on the street, and the writer taking poetic license weaving a story in his head about her, as he stood at a bus stop. Maybe he met her...maybe they always caught the same bus. The hook also hints at irritation with her...maybe she was off her meds, but still struggling to maintain her dignity, and he felt for her. The hook hit his head, and he built the rest of the song around her.

Marina is depressed that youth has passed her by, and the singer is encouraging her to get over it and realize that she still has value (another part to play). She's supposed to save her sadness for a rainy day. Life is too short to be depressed all the time.
