    My InterpretationConsidering this song plays after "Voices in the fan", which probably talks about someone considering commiting suicide, this song may be about that person reaching the other side after dying. The spirits are greeting him and telling about how dumb the human race is.

    Another possible meaning is the person on "Voices in the fan" changed his mind at the last minute and didn't commit suicide, in that moment is like he reborn, after this experience he is a different person, rebirthing while alive.
