I think the line "Blood on the rooftops" may refer to another song written for this album, but not included in it - "Pigeons". It refers to the accumulation of pigeons which special services have to exterminate. There are lines there: "So we called these people, these terrible people
We set them to work on the rooftops." That song refers to the problem with pigeons in Trafalgar square in London, while this song mentions Venice, where as known the same problem exist: "Blood on the rooftops--Venice in the Spring" https://en.wikipedia.org/wiki/Spot_the_Pigeon
