I went to a cobbler
To fix a hole in my shoe
He took one look at my face

-- Cobbler is part of the Julius Caeser reference. It's a guy offering her drugs.

-- Doesn't want the drugs because she's seen friends on them...

-- Did she say friends? She meant herself. That's why she's a liar.

-- The next stanzas are a recollection of that experience. It's a story about jumping into a relationship because she's lonely. They try to keep the relationship 'fire' going by doing drugs together.
