this song is about the effects of capitalism of human relationships. people have become commodities for each other. the line "damaged goods, send them back" refers to the parallels between a broken person and a broken item in a store, they both get discarded. they're worthless. the change will do you good is another parallel to human beings and commerce, as it was swiped from a supermarket jingle at the time.

the best part of this whole song is the homophone of "at all" and "et al" at the end.

i agree with all the above that this song is about anne frank and the suicide.

as for the roses, i think that's merely a visual representation of life, first used with the birth of anne, then contrasted in the end with the faces filled with flies.

for the circus wheel, i'm going to guess that it is another visual metaphor, this time for the cyclical nature of life. events being replayed over and over again, forcing us to always have to "pack up every piece of the life we used to love".

the little boy in spain, playing pianos filled with flames. i'm not too convinced by any of the previous interpretations, but am leaning more towards the idea of reincarnation, since it fits my whole perception of the circular motif in the song.
